The animation is called SWAT Princess vs. Talahasha. It's a two part deal, and this is a portion of the second part. It has two different endings, which is why they take turns stripping each other like that.

It looks like a super-villian babe fights a cop babe. The problem that I have is with continuity. The red-headed chick already stripped the brunette naked then all of a sudden she has her clothes back on.
